تحلیل راهبردی برنامۀ CEPA تالاب امیرکلایه با ترکیب تکنیک‌های SWOT-QSPM با هدف حفاظت و بهره‌برداری پایدار

چکیده

هدف این تحقیق، شناسایی عوامل درونی و بیرونی مهم در دستیابی به حفاظت و بهره‌برداری پایدار تالاب امیرکلایه برپایۀ برنامۀ ارتباطات، آموزش، مشارکت و آگاهی‌افزایی (CEPA) است. چشم‌انداز کلی این است که تالاب امیرکلایه زیست‌بومی پایدار است که توسط ذی‌نفعانی آموزش‌دیده در مورد ارزش‌های تالاب و آگاه از خطرهای تهدیدکنندۀ تالاب بهره‌برداری خردمندانه شده و با مشارکت و تعامل ذی‌نفعان حفاظت می‌شود. به‌منظور تجزیه‌وتحلیل اطلاعات و معرفی راهبرد حفاظتی و بهره‌برداری پایدار برای تالاب امیرکلایه با توجه به معیارهای CEPA از روش SWOT استفاده و در نهایت با استفاده از روش QSPM به رتبه‌بندی راهبردها پرداخته شد. به این منظور قوت‌ها، ضعف‌ها، فرصت‌ها و تهدیدهای حفاظت از تالاب امیرکلایه توسط 45 نفر از ذی‌نفعان تالاب تعیین شد. نتایج نشان داد که میانگین نمرۀ نهایی ماتریس عوامل داخلی برنامۀ حفاظت و بهره‌برداری پایدار برپایۀ CEPA در تالاب امیرکلایه، 2/92 محاسبه شده است که نشان می‌دهد این تالاب در بُعد عوامل داخلی دارای قوت است. درحالی ‌که میانگین نمرۀ نهایی ماتریس عوامل خارجی 2/19 است که نشان می‌دهد در خصوص استفاده از فرصت‌ها و مقابله با تهدیدها و از بعد عوامل خارجی ضعیف است. براساس رتبه‌بندی QSPM راهبرد (ST1) مشارکت پایدار ذی‌نفعان و جوامع محلی در حفاظت و بهره‌برداری پایدار از تالاب و راهبرد ایجاد تعامل بین سازمان‌ها و دستگاه‌های اجرایی و جوامع محلی از طریق تدوین برنامۀ مدیریت تالاب برای آشنایی با رژیم حقوقی تالاب (ST5) بیشترین رتبه را داشتند.

The purpose of this study is to identify the important internal and external factors in achieving sustainable use and conservation of the Amir Kalayeh Wetland based on communication, education, participation, and public awareness program (CEPA). The general vision is “the Amir Kalayeh wetland is a sustainable ecosystem that is wisely used and properly conserved by the trained stakeholders whom have been aware of the values and the threatening factors”. The SWOT model followed by the QSPM method has been implemented to analyze data and provide a conservation strategy approaching sustainable development in the Amirkalayeh Wetland according to the CEPA criteria. For this purpose, the strengths, weaknesses, opportunities, and threats of the Amirkalayeh wetland were determined by consulting 45 stakeholders. The internal factor evaluation (IFE) matrix with a score of 2.92 points out that the wetland had more strengths than the existing weaknesses while the external factor evaluation (EFE) with a score of 2.19 points out that there were more threats than opportunities. The results showed the sustainable participation of the wetland stakeholders (ST1) and the interaction between the organizations, executive bodies, and local communities (through the development of a wetland management program to prioritize awareness of the wetland's legal regime) (ST1) received the highest ranks.
