ارزیابی مؤلفه‌های زیست‌محیطی احداث شبکه آبیاری و زهکشی در راستای توسعه روستایی (مورد مطالعه: شبکه آبیاری و زهکشی بند فیض‌آباد استان فارس)

چکیده

فرآیند ارزیابی اثرات زیست­محیطی به عنوان تضمین معیارها و آیین­نامه­های زیست­محیطی در طرح­های مختلف است که اهداف اصلی آن شامل پیش­بینی، شناخت و تجزیه و تحلیل جزئیات تمام اثرات مثبت و منفی طرح­های محیط زیست طبیعی و انسانی می­باشد. هدف پژوهش حاضر سنجش مؤلفه­های زیست­محیطی احداث شبکه آبیاری و زهکشی بند فیض­آباد در استان فارس بوده است. در این تحقیق از روش ماتریس ICOLD استفاده گردید. در این روش اثر هر یک از فعالیت­های طرح بر مؤلفه­های زیست­محیطی (فیزیکی، اکولوژیکی و اجتماعی ـ فرهنگی) در دو مرحله احداث و بهره­برداری سنجیده شد. یافته­ها نشان داد که پیامدهای وارد شده طرح بر کل محیط زیست مثبت بوده است (148+ امتیاز). این در حالی است که محیط اجتماعی- فرهنگی 187+ امتیاز، محیط اکولوژیکی 13- امتیاز و محیط فیزیکی 26- امتیاز را به خود اختصاص داده است. به بیان دیگر، با وجود بروز اثرات منفی بر محیط زیست، اثرات مثبت قابل ملاحظه­ای بر منطقه به همراه خواهد داشت. با توجه به یافته­های به­دست آمده، اجرای طرح شبکه آبیاری و زهکشی بند فیض­آباد با رعایت استانداردها بلامانع می­باشد. در پایان با توجه به نتایج بدست آمده از این مطالعه پیشنهادهایی ارائه گردیده است.

چکیده [English]

Environmental Impact Assessment (EIA) procedure are those incrusted in the said as assurance in the way of criteria and environmental regulations in various plans of the past and its main aims is to predict, recognize, including an analysis in detail of all the positive and negative impacts of a plan on the natural and human environment. The purpose of current study was to Environmental components (physical, ecological and socio-cultural) assessment of Feyzabad irrigation and drainage network in Fars province. In this study, ICOLD Matrix method has been used. In this method the environmental components of each project activity in the construction and operation phases were measured. Finding revealed that plans impacts were positive in environment (+148 score). While, the socio-cultural, ecological and physical components respectively are allocated +187, -13 and -26 scores. In other words, the existence of negative impacts on the environment, substantial positive impacts will be seen in the region. Therefore, implement of Feyzabad irrigation and drainage network in Fars province with standards is permissible. According to results, some recommendations have been presented at the end of article.
