تعیین شاخص‏های اجرایی مناسب برای پایش پایداری کارکردهای جنگل‏های شمال ایران ‌(مطالعۀ موردی: جنگل خیرود)

چکیده

پایش پایداری کارکردهای جنگل، مستلزم تعیین کارکردها و شاخص‏های مناسب است و در‌نتیجه برای دستیابی به پایداری جنگل باید مجموعۀ مناسبی از شاخص‏های اجرایی برای کمک به تصمیم‏گیری، تجزیه و تحلیل و ارزیابی پایداری کارکردهای جنگل تعیین شوند. در این مطالعه برای اولین ‌بار مجموعه شاخص‏های اجرایی مناسب پایش پایداری کارکردهای جنگل به‌صورت مطالعۀ موردی برای جنگل خیرود واقع در شرق نوشهر تعیین شده است. روش مطالعه برای تعیین این مجموعه به سه مرحله تقسیم می‏شود. ابتدا با استفاده از روش دلفی تعداد 77 شاخص در زمینۀ چهارکارکرد تولیدی، محیط‏ زیستی، حفاظتی‌ـ حمایتی و تفرجی تعیین و سپس با استفاده از آزمون آماری دو‌جمله‏ای بر‌اساس درجۀ اهمیت اولویت‏بندی شدند. در مرحلۀ بعدی اولویت‏بندی این شاخص‏ها از نظر درجۀ سختی برداشت داده و اندازه‏گیری در عرصه با استفاده از روش بالا انجام شد. نتایج این مطالعه، شاخص‏ها را از نظر اهمیت به دو گروه «شاخص‏های با اهمیت زیاد» به‌منزلۀ شاخص‏های اصلی برای پایش پایداری کارکردهای جنگل و «شاخص‏های با اهمیت کمتر» به‌منزلۀ شاخص‏های جایگزین یا کمکی برای شاخص‏های گروه اول تفکیک کرده است. همچنین این شاخص‏ها از نظر اجرایی‌بودن به دو گروه کمتر اجرایی و اجرایی تقسیم شدند. در مرحلۀ نهایی، اهمیت و اجرایی‌بودن شاخص‏ها با هم ترکیب شد و شاخص‏ها در چهار گروه «کمتر اجرایی و کمتر با‌اهمیت»، «اجرایی و کمتر با‌اهمیت»، «کمتر اجرایی و با‌اهمیت» و «اجرایی و با‌اهمیت» تقسیم شدند. فهرست نهایی بر‌اساس شاخص‏های اجرایی و با‌اهمیت به‌دست آمد که کارایی لازم در جهت پایش پایداری کارکردهای جنگل‏های شمال ایران را داراست.

چکیده [English]

Sustainable forest function monitoring needs to develop appropriate forest functions and performance indicators to assist decision making, analyses and evaluation of sustainable forest functions. This study for first time generate a set of performance indicators for monitoring forest function as a case study for kheyrud forest located on east of Nowshahr, Iran. The method of this study consists of three phases. In the first phase 77 indicators are developed for four forest functions including; forest production, forest conservation, forest protection and forest recreation, then this set of indicators are prioritized based on importance of binominal test. In second phase this set is prioritized based on difficulty of measurements on field. The result show, indicators are in two groups; more important indicators as a main indicator for sustainable forest functions and less important indicator as an alternative indicator for first group. In the last phase, all of indicators based on two aspects of importance and performance are mixed and divided in to four groups; less operational and less important, operational and less important, less operational and important, operational important. The final set is developed based on operatioanl and important indicators and is appropriate for sustainable monitoring of Northern forest functions in Iran.
