چکیده

مدیریت محیط‌ زیست به‌عنوان یک نظام گسترده و پویا، باید رویکردهای پیشگیرانه‌ای را برای مواجهه با آلودگی و تخریب محیط‌ زیست، مدنظر قرار دهد. از طرفی، به‌منظور تلفیق مؤثر حفاظت و توسعه در مناطق ساحلی، رهیافت‌های گوناگونی نظیر برنامه‌ریزی محیط‌ زیستی منطقه‌ای و مدیریت یکپارچة مناطق ساحلی مطرح شده است. در این مطالعه که بخشی از برنامة مدیریت محیط‌ زیست منطقة ساحلی استان سیستان و بلوچستان در طرح تدقیق مدیریت یکپارچه مناطق ساحلی است، اقدام به تدوین شروط توسعه در طبقات حفاظتی منطقة ساحلی این استان شد. با توجه به ماهیت موضوع، روش توصیفی-استقرایی براساس مراجعه به اسناد مرتبط با حفاظت محیط‌ زیست به‌عنوان روش کار انتخاب شد. شروط توسعه برای پهنه‌های حفاظتی در ناحیة ساحلی، ناحیة کرانه ­ای و آب‌های ساحلی و فراساحلی تدوین و با تخصیص کد ویژه به هر یک از شروط، نقشه‌سازی مکانی کدهای تخصیص یافته در نرم‌افزار ArcGIS انجام شد. نتایج نشان داد، مناطقی که در طبقة 1 حفاظت قرار دارند، به سبب اهمیت بوم‌شناختی و حساسیت‌های محیط‌ زیستی، نیازمند حفاظت اکولوژیک هستند و توسعه در این پهنه‌ها مشروط به موافقت سازمان حفاطت محیط‌ زیست است. طبقات دارای توان حفاظت درجة 2 در فرآیند توان‌سنجی غیرقابل توسعه اعلام نمی‌شوند و با رعایت ملاحظات مهندسی و راهکارهای فنی و مدیریتی، در چارچوب توان اکولوژیک توسعه‌پذیر هستند. پهنه‌های دارای توان درجة 3 که برای بازسازی و احیاء مد نظر قرار گرفته‌اند، در صورت تهیة طرح بازسازی و احیاء و در چارچوب توان اکولوژیک، توسعه‌پذیر هستند. نتایج این مطالعه به توسعة متعادل و متوازن مناطق ساحلی دریای عمان برای ایجاد ارزش افزودة پایدار کمک خواهد کرد. همچنین در تهیة برنامه‌های موضوعی سه پهنة منطقة ساحلی (ناحیة ساحلی، ناحیة کرانه‌ای، ناحیة آب‌های ساحلی و فراساحلی) قابل استفاده خواهد بود.

چکیده [English]

Environmental management, as a broad and dynamic system, should consider preventive approaches to face environmental pollution and destruction. On the other hand, in order to an effectively integratation of protection and development in coastal areas, various approaches have been proposed such as regional environmental planning and integrated coastal zone management (ICZM). ICZM should ensure the existence of balance in the use of coastal areas. So, in this study, which is a part of the environmental management program of the coastal area of Sistan and Baluchestan province, in the precision plan of ICZM, development conditions were formulated in the protection classes of the coastal area of this province. According to the essence of the subject, descriptive-inductive method was selected based on referring to existing documents related to environmental protection The development conditions were formulated for the protection zones of coastal area, shore area, coastal waters and offshore area, and by assigning a special code to each of the conditions, spatial mapping of the assigned codes was carried out in ArcGIS software. The results showed, the areas in the class 1 of protection, need ecological protection due to their ecological importance and environmental sensitivities, and development in them is conditional and with the approval of the Department of Environment. Areas in class 2, are not declared non-developable. These areas are developable by observing engineering considerations and technical and management solutions, within the framework of ecological capability. Areas in class 3, which have been set as restoration and rehabilitation, can be developed in the case of preparing a restoration and rehabilitation plan and within the framework of ecological capability. The results of this study will contribute to the balanced and consistency development in the coastal areas of the Oman Sea to create sustainable value added. Also, the results of this study can be used in the preparation three-zone thematic programs of the coastal zone (coastal area, shore area, coastal waters and offshore area).
