چکیده
چهاردهمین اندوختگاه زیست‌کرة ایران در 15 خرداد 1405، مصادف با روز جهانی محیط‌زیست، در شرایطی که هنوز کشور زیر سایة جنگ و تجاوز نظامی آمریکا قرار داشت در یونسکو به تصویب رسید. منطقة دالانکوهقمیشلو (Dalankuh–Qamishlou) در استان اصفهان با وسعت حدود 875 هزار هکتار برخوردار از اکوسیستم‌های متنوع کوهستانی و استپی، ذخیره‌گاه زیست‌کرة چهاردهم کشور است. این منطقه در شمال غرب استان اصفهان واقع شده و بخش‌هایی از شهرستان‌های گلپایگان، خوانسار، چادگان، شاهین‌شهر و میمه، نجف‌آباد، تیران و کرون، فریدن و فریدونشهر را پوشش می‌دهد. این ذخیره‌گاه برای ارتقأ عملکرد چند منطقة تحت حفاظت طراحی شده است و پارک ملی و پناهگاه حیات‌وحش قمیشلو، منطقه حفاظت‌شده دالانکوه و مناطق شکار ممنوع ستُبله و گلستانکوه را در یک چارچوب یکپارچة مدیریتی قرار می‌دهد. پیش‌بینی شده است این ثبت بین‌المللی نه‌تنها به حفاظت از تنوع‌زیستی و کریدورهای حیات‌وحش کمک می‌کند، بلکه فرصت‌های اقتصادی قابل‌توجهی از جمله توسعة طبیعت گردی پایدار و برندسازی بین‌المللی برای محصولات محلی مانند عسل و گیاهان دارویی را نیز فراهم آورد.
با ثبت این منطقه، وسعت ذخیره‌گاه‌های زیست‌کرة ایران به بیش از 690 هزار هکتار افزایش یافت و درصد پوشش کشور توسط آنها بالغ بر 4/2 درصد شد. هرچند ثبت ذخیره‌گاه چهاردهم پس از 11 سال از آخرین اندوختگاه زیست‌کرة ایران (تنگ صیاد و سبز کوه در سال 2015) نشان از تلاش متخصصان وطن‌دوست کشور در سازمان حفاظت محیط‌زیست دارد و گواه دیپلماسی موفق محیط‌زیستی در کشور است، اما آنچه در مأموریت ذخیره‌گاه‌های زیست‌کرة نباید از نظر سازمان متولی آن در کشور دور بماند، ابعاد اجتماعی و توجه به منافع خدمات اکوسیستمی طبیعت در حمایت از معیشت مردم بومی و جوامع محلی و در مجموع مردمی سازی جریان مراقبت از سرزمین است. موضوعی که اتحادیه بین‌المللی حفاظت از طبیعت (IUCN) نیز پس از 5 دهه با انتشار رویکرد OECM به آن رسیده است. در واقع امروز در دوره‌ای به سر می بریم که موضوع Protection یا حفاظت که متمرکز بر شکل‌های مختلف تنوع زیستی (از ژن تا اکوسیستم) بود از موضوع Conservation (مراقبت) که متوجه بهره‌برداری متعادل، متوازن و سازگار از منافع خدمات اکوسیستمی است، از یکدیگر متمایز شده و جنبه‌های مختلف آن در چارچوب جهانی تنوع زیستی کونمینگ-مونترال (2022) نیز مورد توجه قرار گرفته است. در این چارچوب سه مفهوم به‌جا و هدفمند استفاده شده است که متخصصان در بهره‌برداری و ترجم‌ مفاد این سند باید با ظرافت و دقت نظر به آن توجه نمایند.
نخست واژة Protection است که لازم است به حفاظت ترجمه شود و مأموریت آن صیانت از تنوع زیستی (در سطوح ژنتیکی، گونه‌ای و زیستگاهی) در برابر تهدیدات خارجی است. دوم واژة Conservation که بهتر است مراقبت ترجمه شود و مأموریت آن مدیریت خردمندانه و پایدار منابع طبیعی و خدمات اکوسیستمی است. سوم واژة Maintenance که می‌بایست نگهداشت برگردان شود و مأموریت آن نگهداری وضعیت موجود و تداوم شرایط مطلوب است. چنانچه این سه مفهوم، همگی حفاظت ترجمه شوند، بسیاری از پیام‌های راهبردی و عملیاتی این چارچوب مخدوش و غیر اثر بخش می‌شود.
یونسکو برای مدیریت خردمندانه اندوختگاه‌های زیست‌کره در کشورهای مختلف جهان که تا سال 2026 تعداد آن بالغ بر 797 ذخیره‌گاه (در 145 کشور) با وسعتی حدود 5/7 میلیون کیلومتر مربع شده است، تاکنون دو برنامة راهبردی انسان و کرة مسکون (MAB) منتشر کرده است. این برنامه‌ها چارچوبی بلندمدت برای هماهنگی میان حفاظت از تنوع زیستی و توسعة پایدار از طریق شبکة ذخیره‌گاه‌های زیست‌کره ارائه می‌دهد. برنامة راهبردی نخست به نام "استراتژی و برنامه اقدام لیما" مربوط به سال 2016 تا 2025 بود. این سند که در سال ۲۰۱۵ تصویب شد، چهار هدف راهبردی اصلی را برای یک دهه تعیین کرد. برنامة بعدی به نام برنامة راهبردی هانگژو، جدیدترین چارچوب راهبردی MAB است که دورة زمانی آن 2026-2035 است که در کنگرة جهانی سال ۲۰۲۵ در چین به تصویب رسید. این برنامه شامل ۳۴ هدف عملیاتی در سه حوزة کلیدی است.
مفهوم "زندگی در هماهنگی با طبیعت" هستة اصلی برنامه اقدام راهبردی هانگژو را تشکیل می‌دهد. این سند که بر پایة دستاوردهای پنج‌دهه تجربه شبکة جهانی ذخیره‌گاه‌های زیست‌کره (WNBR) و با بهره‌گیری از نتایج ارزیابی‌های دگرگون‌آفرین "پلتفرم علمی-سیاستی دولت‌ها در مورد تنوع زیستی و خدمات اکوسیستمی (IPBES)" تدوین شده است، تغییر پارادایمی از رویکرد صرفاً حفاظتی به رویکردی تحول‌آفرین، میان‌رشته‌ای و فرارشته‌ای را پیشنهاد می‌کند. این برنامه به‌طور همزمان با چارچوب جهانی تنوع زیستی کونمینگ-مونترال (KMGBF) ، اهداف توسعة پایدار (SDGs) ۲۰۳۰ و راهبرد میان‌مدت یونسکو (2029-2022) همسو است.
در این نگاه نوین، ذخیره‌گاه‌های زیست‌کره نه به‌عنوان جزایر حفاظت‌شده جدا از جوامع انسانی، بلکه به‌عنوان "آزمایشگاه‌های زنده" برای پژوهش و یادگیری در زمینة تاب‌آوری اکولوژیک، عدالت توزیعی، مشارکت گروه‌های آسیب‌پذیر و بازسازی رابطة انسان-طبیعت تعریف می‌شوند. برخلاف مدل‌های سنتی حفاظت که اغلب مردم را از طبیعت جدا می‌کرد، برنامة هانگژو بر این اصل تأکید دارد که انسان بخش جدایی‌ناپذیر زیست‌کره است و پایداری بدون مشارکت فعال او ممکن نیست.
یکی از برجسته‌ترین نوآوری‌های برنامة اقدام هانگژو، توجه نظام‌مند به ابعاد اجتماعی، حقوقی و فرهنگی در کنار اهداف اکولوژیک است. مدیریت زیست‌بومی که در برنامة هانگژو به‌عنوان هستة عملیاتی معرفی شده است، رویکردی یکپارچه و سازشی است که کل پهنة ذخیره‌گاه (شامل زون هسته، زون سپر و زون انتقالی) را در نظر می‌گیرد. برخلاف مدیریت سنتی که بر محدودیت‌های حفاظتی متمرکز بود، مدیریت زیست‌بومی در این برنامه بر مفاهیمی همچون حفاظت از زیستگاه‌ها، بازتوانی بوم شناختی، پایش و ارزشیابی پیشرفته، هم‌افزایی علم، فرهنگ و آموزش استوار است. مدیریت زیست‌بومی همچنین ایجاب می‌کند که نیازهای معیشتی جوامع محلی (مانند کشاورزی پایدار، گردشگری طبیعت و صنایع دستی) به‌عنوان بخشی از برنامه مدیریت دیده شود و تصمیم‌گیری‌ها نه از بالا به پایین، بلکه از طریق نهادهای مشارکتی با حضور نمایندگان مردم محلی صورت گیرد. برنامة هانگژو همچنین بر "سایر اقدامات مؤثر مراقبتی منطقه‌بنیان (OECMs)" تأکید دارد که در آن، حتی مناطقی که رسماً منطقة حفاظت‌شده نیستند اما توسط جوامع بومی به‌طور سنتی مدیریت می‌شوند، به رسمیت شناخته می‌شوند.
این برنامه در واقع یک فراخوان اخلاقی برای بازتعریف رابطة انسان با طبیعت، به رسمیت شناختن حقوق جوامع حاشیه‌نشین، و حرکت از حفاظت " از بالا به پایین" به سوی حکمروایی"مشارکتی و شفاف" است. برای ایران که در سال‌های اخیر با ناترازی‌های محیط‌زیستی و اجتماعی متعددی دست و پنجه نرم می‌کند، اتخاذ اصول این برنامه می‌تواند گامی مؤثر برای کاهش تعارضات، افزایش سرمایة اجتماعی و حرکت به سوی مدلی از توسعه باشد که در آن نه طبیعت فدای توسعه شود و نه مردم قربانی حفاظت. تحقق این امر مستلزم ارادة سیاسی، تأمین منابع مالی پایدار و مهم‌تر از همه، تغییر نگرش از "حفاظت در برابر مردم" به "حفاظت توسط و برای مردم" است.

Editor's Note: The 14th Biosphere Reserve of Iran

The Fourteenth Biosphere Reserve of Iran was approved by UNESCO on June 5, 2026, coinciding with World Environment Day, at a time when the country was still under the shadow of war and military aggression by the United States. The Dalankuh–Qamishlou region, located in Isfahan Province, with an area of approximately 875,000 hectares, featuring diverse mountainous and steppe ecosystems, is the country’s fourteenth biosphere reserve. This region is situated in the northwest of Isfahan Province and covers parts of the counties of Golpayegan, Khansar, Chadegan, Shahinshahr and Meymeh, Najafabad, Tiran and Karvan, Faridan, and Fereydunshahr. This reserve has been designed to enhance the performance of several protected areas and integrates Qamishlou National Park and Wildlife Refuge, Dalankuh Protected Area, and the Stobleh and Golestankuh no-hunting areas into a unified management framework. It is anticipated that this international designation will not only contribute to the protection of biodiversity and wildlife corridors but also generate significant economic opportunities, including the development of sustainable nature-based tourism and international branding for local products such as honey and medicinal plants.
With the registration of this area, the total extent of Iran's biosphere reserves has increased to over 690,000 hectares, raising the country's coverage percentage to approximately 4.2%. Although the designation of the fourteenth reserve, following an 11-year gap since the last Iranian biosphere reserve (Tang-e Sayad and Sabz Kuh in 2015), demonstrates the dedication of patriotic experts within the Department of Environment (DoE) and signifies successful environmental diplomacy, the social dimensions and attention to the benefits of ecosystem services in supporting the livelihoods of indigenous peoples and local communities—and, in sum, the popularization of land stewardship—should not be overlooked by the responsible national authorities. This is a matter that the International Union for Conservation of Nature (IUCN) has also addressed after five decades by introducing the Other Effective Area-based Conservation Measures (OECMs) approach. Indeed, we are now in an era where the concept of "Protection," which focuses on various forms of biodiversity (from genes to ecosystems), has become distinct from "Conservation," which concerns the balanced, consitent, and adaptive utilization of ecosystem service benefits, with various aspects of both being addressed within the Kunming-Montreal Global Biodiversity Framework (KMGBF) (2022). Within this framework, three concepts have been employed with precise and purposeful usage, which experts must handle with subtlety and precision in both the interpretation and translation of the document's provisions.
The first term is "Protection," whose mission is to safeguard biodiversity (at genetic, species, and habitat levels) against external threats. The second is "Conservation," whose mission is the wise and sustainable management of natural resources and ecosystem services. The third is "Maintenance," whose mission is to preserve the current status and ensure the continuation of favorable conditions. If all three concepts are uniformly translated as "protection" (in Persian), many of the strategic and operational messages of this framework will be distorted and rendered ineffective.
UNESCO has so far published two strategic programs for the Man and the Biosphere (MAB) program to guide the wise management of biosphere reserves across the world, which by 2026 numbered 797 reserves in 145 countries, covering approximately 7.5 million square kilometers. These programs provide a long-term framework for reconciling biodiversity conservation with sustainable development through the World Network of Biosphere Reserves (WNBR). The first strategic program, entitled the "Lima Strategy and Action Plan," covered the period from 2016 to 2025. This document, adopted in 2015, established four main strategic objectives for a decade. The subsequent program, the "Hangzhou Strategic Program," is the latest MAB strategic framework, covering the period 2026–2035, which was adopted at the World Congress in 2025 in China. This program includes 34 operational objectives across three key areas.
The concept of "Living in Harmony with Nature" constitutes the core of the Hangzhou Strategic Action Plan. This document, built upon the achievements of five decades of experience within the World Network of Biosphere Reserves (WNBR) and drawing on the transformative assessment results of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), proposes a paradigm shift from a purely protectionist approach toward a transformative, interdisciplinary, and transdisciplinary approach. This program is simultaneously aligned with the Kunming-Montreal Global Biodiversity Framework (KMGBF), the 2030 Sustainable Development Goals (SDGs), and UNESCO's Medium-Term Strategy (2022–2029).
In this new perspective, biosphere reserves are defined not as protected islands isolated from human communities but as "living laboratories" for research and learning in the areas of ecological resilience, distributive justice, participation of vulnerable groups, and restoration of the human-nature relationship. Unlike traditional conservation models that often separated people from nature, the Hangzhou Program emphasizes the principle that humans are an inseparable part of the biosphere and that sustainability cannot be achieved without their active participation.

One of the most prominent innovations of the Hangzhou Action Plan is its systematic attention to social, legal, and cultural dimensions alongside ecological objectives. Ecosystem-based management, introduced in the Hangzhou Program as the operational core, is an integrated and adaptive approach that considers the entire reserve area (including core zones, buffer zones, and transition zones). Unlike traditional management focused on protective restrictions, ecosystem-based management in this program is founded on concepts such as habitat ptotection, ecological restoration, advanced monitoring and evaluation, and the synergy of science, culture, and education. Ecosystem-based management also requires that the livelihood needs of local communities (such as sustainable agriculture, nature tourism, and handicrafts) be addressed as part of the management plan, and that decisions be made not in a top-down manner but through participatory institutions with the representation of local people. The Hangzhou Program also emphasizes Other Effective area-based Conservation Measures (OECMs), in which even areas that are not officially designated as protected areas but are traditionally managed by Indigenous communities are formally recognized.
This program is, in essence, an ethical call to redefine the human-nature relationship, recognize the rights of marginalized communities, and move from top-down protection toward participatory and transparent governance. For Iran, which has been grappling with numerous environmental and social imbalances in recent years, adopting the principles of this program could be an effective step toward reducing conflicts, increasing social capital, and moving toward a development model in which neither nature is sacrificed for development nor people are victimized for conservation. Achieving this requires political will, sustainable financial resources, and, most importantly, a paradigm shift from "protection against people" to "protection by and for the people.".
