نقش حکمرانی شهری در بهبود محیط‌زیست کلانشهر تبریز: تحلیل نهادی و شناختی

چکیده

این تحقیق با رویکردی نهادی و شناختی، با هدف شناسایی چالش‌های مدیریتی و مشارکتی و ارائة راهکارهای یکپارچه برای بهبود محیط‌‌زیست شهری تبریز انجام شد. روش تحقیق کمی و توصیفی–تحلیلی بود و جامعة آماری شامل خبرگان حوزة مدیریت شهری و محیط‌زیست تبریز است. داده‌ها از طریق پرسشنامه تخصصی گردآوری و با نرم‌افزار SmartPLS در قالب مدل معادلات ساختاری تحلیل شد و برای اولویت‌بندی مداخلات از تحلیل اهمیت–عملکرد استفاده گردید. به‌منظور افزایش روایی بیرونی، یافته‌های ادراکی با داده‌های رسمی شهر تبریز دربارة شاخص کیفیت هوا، سرانة فضای سبز و سطح مشارکت شهروندی طی سال‌های ۲۰۲۱ تا ۲۰۲۴ مقایسه شد. نتایج نشان داد سازة بهبود محیط‌زیست شهری با ضریب تعیین ۶۵ درصد بیش از همه تحت تأثیر قدرت نهادی با ضریب مسیر 0/48 و آمارة t برابر با 6/75، کارآمدی مدیریت با ضریب مسیر 0/39 و آمارة t برابر با 5/23 و حکمرانی مشارکتی با ضریب مسیر 0/34 و آمارة  t برابر با 4/81 قرار دارد. تحلیل اهمیت–عملکرد آشکار کرد که کیفیت هوا و توسعة فضای سبز از مهم‌ترین چالش‌های بحرانی با عملکرد پایین هستند، در حالی‌که وجود نهادهای رسمی، شفافیت در تصمیم‌گیری و توان تخصصی کارکنان نقاط قوت تثبیت‌شده به‌شمار می‌آیند. تفسیر نهایی بیانگر آن است که ناهماهنگی میان ساختارهای قدرت و سازوکارهای مشارکتی مانع تحقق حکمرانی محیط‌زیستی کارآمد در تبریز است. بر این اساس، تقویت اختیارات نهادی، بازمهندسی فرآیندهای مدیریتی، ارتقای مشارکت واقعی شهروندان و توسعة فناوری‌های پایش هوشمند می‌تواند مسیر گذار به پایداری شهری را هموار سازد.

This study, adopting an institutional and cognitive approach, aimed to identify managerial and participatory challenges and propose integrated strategies for improving the urban environment of Tabriz. The research employed a quantitative and descriptive–analytical method, and the statistical population consisted of experts in urban management and environmental planning. Data were collected through a specialized questionnaire and analyzed using SmartPLS within the framework of structural equation modeling, while the Importance–Performance Analysis (IPA) was applied to prioritize intervention areas. To enhance external validity, perceptual findings were compared with official data of Tabriz concerning air quality indices, green space per capita, and citizen participation levels between 2021 and 2024. Results indicated that the construct of urban environmental improvement, with an explanatory power of 65 percent, was mainly influenced by institutional power (path coefficient 0.48, t-value 6.75), managerial efficiency (path coefficient 0.39, t-value 5.23), and participatory governance (path coefficient 0.34, t-value 4.81). The IPA results revealed that air quality and green space development represent the most critical issues with high importance but low performance, while the presence of formal institutions, decision-making transparency, and staff expertise were identified as relative strengths. The final interpretation showed that misalignment between power structures and participatory mechanisms hinders effective environmental governance in Tabriz. Accordingly, strengthening institutional authority, reengineering managerial processes, enhancing genuine citizen participation, and developing smart monitoring technologies can pave the path toward sustainable urban governance.
