بررسی رابطة علیت گرنجری میان مؤلفه‌های حکمرانی خوب با رشد اقتصادی سبز در کشورهای منطقة منا

چکیده

رشد سبز از نظر حل مشکلات محیط‌زیستی و دستیابی به اهداف توسعة پایدار از اهمیت ویژه‌ای برخوردار است. یکی از عواملی که به‌عنوان متغیر میانجی شناخته می‌شود و می‌تواند بر رشد سبز اثرگذار باشد، کیفیت حکمرانی و مؤلفه‌های تشکیل‌دهندة آن است. هدف از مطالعة حاضر بررسی رابطة علیت میان شاخص حکمرانی و مؤلفه‌های آن با رشد اقتصادی سبز در کشورهای منطقة منا در دورة 2024-1995 است. برای محاسبة شاخص «GDP سبز» از رویکرد Stjepanović و جهت تحلیل رابطة علیت گرنجری، روش داده‌های پانلی و آزمون علیت گرنجری Dumitrescu-Hurlin استفاده شد. نتایج مطالعه نشان داد که مؤلفة «ثبات سیاسی و عدم خشونت» و شاخص «کیفیت حکمرانی» رابطة علیت دوسویه با «GDP سبز» دارند که نشان از یک چرخة علّی مثبت است، به گونه‌ای که افزایش هر سمت از این رابطه منجر به تقویت سمت دیگر آن می‌شود و یک هم‌افزایی ایجاد می‌کند. همچنین رابطة علّی از سمت «GDP سبز» به‌سمت تمام مؤلفه‌های حکمرانی خوب به استثناء «کیفیت مقررات» و «حق اظهار نظر و پاسخگویی» وجود دارد. این نتیجه نشان می‌دهد بهبود رشد اقتصادی سبز و پایدار نیز منجر به ارتقاء شاخص و مؤلفه‌های حکمرانی خوب می‌شود. براساس نتایج این مطالعه توصیه می‌شود که کشورهای منطقة منا، سیاست‌های بهبود کیفیت نهادی و اصلاح حکمرانی را جهت دستیابی به رشد اقتصادی سبز و پایدار، اتخاذ نمایند. این سیاست‌ها شامل اصلاحات نهادی، تدوین ترتیبات نهادی مؤثر، بهبود مقررات و قوانین محیط‌زیستی، حفظ ثبات سیاسی و امنیت و سایر سیاست‌های مرتبط برای دستیابی به پایداری محیط‌زیستی است.

Green growth holds particular significance in addressing environmental challenges and achieving the goals of sustainable development. One of the intermediary factors identified as influencing green growth is the quality of governance and its constituent dimensions. The present study aims to examine the causal relationship between the governance index and its components with green economic growth in the MENA countries during the period 1995–2024. To calculate the Green GDP index, the approach of Stjepanović was employed, and to analyze the Granger causality relationship, the panel data method and the Dumitrescu–Hurlin Granger causality test were utilized. The results indicate that the components of “political stability and absence of violence” and the overall “governance quality index” exhibit a bidirectional causal relationship with “green GDP,” reflecting a positive causal cycle wherein an improvement in either side reinforces the other, thereby generating synergy. Moreover, a unidirectional causal relationship is observed from “green GDP” to all components of good governance, except for “regulatory quality” and “voice and accountability.” This finding suggests that the enhancement of sustainable and green economic growth also contributes to improving the indicators and dimensions of good governance. Based on the study’s results, it is recommended that MENA countries adopt policies aimed at improving institutional quality and reforming governance structures to achieve sustainable green economic growth. Such policies should include institutional reforms, the establishment of effective institutional arrangements, improvement of environmental regulations and legislation, preservation of political stability and security, and other related measures to promote environmental sustainability.
